Could an american satellite maker sell NON-MILITARY satellites to a foreign nation?

    There are laws governing the sale and export of certain technologies to foreign governments. Look up FAA and AECA for more details. And it does not matter if you have contracts with the US Government, it matters that you are an American Corporation.

    Yes, they can. As long as they don't have a contract with the military, they can do whatever they want with their satellites.
