Typically, most jails allow the inmates to purchase snacks, stationery, in some jails tobacco and health care items from the jail commissary. The purchase list is filled out by the inmate and collected by the guards typically once a week or so.
The orders are filled and delivered to the inmate cells on a specific day, usually a few days after they turn in their list.
The jail provides the basic stuff the inmate needs: bedding, clothing, soap, toilet paper and the like. The commissary items are considered comfort items.
