When forming a bond between atoms is the charge assumed to be 0?

Oxygen has 8 electrons and 8 protons when you are when you are looking at the atomic structure of C02. On the periodic table it say oxygen have a charge of -2 which means it should have 10 electrons. Why does it only have 8 in C02?
