techically, it is a men's perfume. Women also use colognes.
Eau de Cologne or simply Cologne (German: Kölnisch Wasser, “Water of Cologne”) is a toiletry, a perfume in a style that originated from Cologne, Germany. It is nowadays a generic term for scented formulations in typical concentration of 2-5% essential oils. However as of today cologne is a blend of extracts, alcohol, and water. (For further detail on distinctions, see Perfumes) Colognes may be used by men or women but are generally marketed to men as an alternative to perfume.

Eau de Cologne (EdC) since 1706 in Cologne, Germany, is originally a specific fragrance and trademark. However outside of Germany the term has become generic for Chypre citrus perfumes (without base-notes). EdS (since 1993) is a new perfume class and a registered trademark.
Cologne and perfume are different, with cologne being much lighter and therefore more suitable for men.
Wikipedia has a very interesting article on the origins of both.Source(s): http://en.wikipedia.org/wiki/Perfume

The word cologne, denoting toilet water, is from Cologne, the French (and English) name of the German city Köln, where cologne has been made since the beginning of the 18th century. The first use of cologne for toilet water is recorded in English in 1814, with the word being used in the compound cologne water, a translation of eau de Cologne, the French name for this liquid. The ultimate source of the word lies in the history of the city, which stretches back to the Roman Empire: its Latin name was Colnia, meaning "colony."Source(s): http://www.thefreedictionary.com/Cologne

it was given a name and that is what we are accustomed to calling it...you may certainly call a man's fragrance "perfume"...but good luck getting a man to use it!!

It's the French word for "colon," and they call it that be because it smells.
