Why does my modem keep acting up?

Question

Everyday like between 7pm-9pm, my modem's data "sending" and "receiving" lights keep blinking and when I check to see how fast is my Internet, I'm only getting like 3-6 kilobytes when usually in the day, it's usually 50-90 kilobytes. I have to keep restarting it.

Have a cable tech come out. I have that problem its a lot better after everything was rewired.
