How to get my budgies to stay on my hand?

Question

My two budgies don't seem to appreciate sitting on my hand or shoulder for too long for some reason. Strange thing is, if I have millet in my hand they fly onto my finger to get it like it's no problem. But if I havent got anything in my hand they avoid it as best as they can. Anything I can do about this? Can I get them to come to me or stay on me without having to use millet every time?

Kill one of them infront of the other so you show your dominance then it will do anything for you.
