Yes it threatens to use nukes all the time, BUT DOES IT ACTUALLY HAVE THEM. you have provided no proof, just a claim.

Israel has never confirmed or denied whether they have nuclear arms.
Most open analyses have concluded that Israel acquired nuclear capacity in the middle or later 1960's, and has been constantly and discretely improving and increasing the number of weapons they have (perhaps) since.

I've heard that Israel has somewhere around 75 to 400 nuclear warheads, but haven't seen any good evidence giving a number.
However, Israeli documents have come out showing that they offered to sell South Africa some nuclear weapons in 1975... that wouldn't make sense if they had none to sell.
