What does a pop up from Norton saying" high memory usage by I.E. mean?

it means when ur using IE your doing something that is using a lot of memory. This normally happens if you have a lot of windows open or something that has a lot of graphics/video on it open. If you close windows or get off that site it should go away.

Internet Explorer is hogging a lot of your computer usage up or a lot of your memory up. You probably have multiple browsers open at once.

means exactly what it says. all the processes and programs you run at any given time share the cpu. sometimes internet explorer takes up a ton of it due to script that run on it. like popup ads especially. i strongly suggest you switch to firefox or google chrome. internet explorer has always been troublesome

It might mean you have too many tabs or windows opened or the website you're browsing is pretty big
