No, but it helps to have a really good command of the language. Sometimes you're searching for that "perfect" word - if you're not well-read, it may never come to you.
If someone chose to be a lyricist, though, and they were in college, their best bet would be to major in English. You don't need a degree for this, though - just a thirst for words and and talent.
