Smells .. You are completely wrong the Secretary of the Treasury can fire any contractor he chooses and the IRS is a contract agency having never been created by congress!

    Yes! The IRS is not a federal agency because there is no record of the congress ever creating it so it must be contracted by treasury and can be fired by the secretary of the treasury.
