Steam is a gas, when you can see it it is a vapor and no longer a gas.

Steam comes in a lot of different forms (Super heated, super saturated to name two different forms). But steam by definition is a gas.

I would say vapor, but not because you can see it. But because vapor refers to a gas phase at a temperature where the same substance can also exist in the liquid or solid state, below the critical temperature of the substance. Steam is gaseous, but when you feel it, it is moist, meaning it is also liquid.

  • steam is a combination. there is water as a gas and water vapor in a liquid state that has not reached the gaseous state just yet.

You can see steam so I would guess it's a vapor.
