question about the russian letter "ё "?
Are the dots on this letter normally not written? if so how do Russians know when to pronounce the "yo" instead of the "ye" without the dots?

In books, you will not see the dots. It is something you sort of have to know after you read the word.
For example in the English language. The words "live" and "read". 'Read' can be read as past tense or just 'reeeeeed'. How are you supposed to know? It's only when you have read the context before/after which you find out.
