Northern and Western Alaska. The North Slope Borough in far northern Alaska is nearly the size of Pennsylvania and New York combined yet only has a population of 9400.

Lots of places I've been to that were under developed. Start with upstate Maine ( lots of nothing). upstate NY more nothing. The Dakotas road my mc and found nothing ( and I like it like that) , western NC/SC trees and still more trees.
