Why would a fish population suddenly increase?

    A decline in the fishing industry due to quotas or it no longer being profitable etc. A decline in the number of predators of particular species of fish. A reduction in the volume of shipping, or an improvement in the quality of the water and the fishes habitat in general; due to less pollution, a growth in the size of coral reefs etc.
