In general assuming we are talking about the USA, Multi family, residential rental , then yes it would not be kosher for a tenant to pay for lighting, electric used from common areas or areas not under the control of the lessee

A quick call tonight to your electric provider customer service department should be able to verify this

So the question becomes, what do you want to do about the illegal rental situation? Rent reduction? Invalidate the lease? Or what,

Under any recourse if the landlord does not want to play ball simply throw the breakers that are tied to the common areas

    YES it is inappropriate

You should have been informed, so that you rented knowing that this was the case

Request a rent abatement or reimbursement from LL for common area electric costs

Define common area, but according to electric companies, it is illegal for any other than your areas to be on your electric.
