    [H+] of 0.1M HCl = 0.1M

    [H+] of solution with pH = 4.0 = 10^-4 = 0.0001M

    Use dilution equation:

    M1V1 = M2V2

    0.0001*40 = 0.1 *V2

    V2 = (0.0001*40)/ 0.1

    V2 = 0.04

    Add 0.04mL of 0.1M HCl to 40mL of water , pH = 4.0,
