Informed consent is making sure a person understands their undertaking and its consequences. I have to imagine that informed refusal is similar: making a person aware of the meaningful consequences of refusing treatment. In the ER a person may reject voluntary hospitalization and not meet the criteria for involuntary hospitalization. The staff in the ER must be sure such a person is informed of the consequences of signing out AMA (against medical advice) hence it would be a kind of informed refusal.
