Swirl implies a blending of two similar substances or a mixing action which could blend them if they were there. You can swirl two flavors of soft-serve ice cream, or your head can swirl when you're quite surprised.
Whirl implies a more rapid stirring motion without the implication of blending. Your head can be in a whirl, or a dust devil can whirl across a field. Whirl is faster.
