Rules are made to be broken... laws are there simply to draw a line in the sand, one we can all see, and know who is in and who is out... it makes no profound claim to control peoples behaviors... good laws don't make people good (or bad)... they just make things clear.
Corruption is simply the wickedness in a persons heart given the opportunity to flourish... that is why power is said to corrupt and absolute power corrupts absolutely. Be they politicians lying to the electorate or bankers lining their own pockets, lawyers creatively accounting for their time or pedophiles using uniforms to hide their perversions... not one feels constrained by the rules... the law simply doesn't apply to them.
Criminals often seek to justify their offenses by picking on victims who they feel deserve bad treatment or claim there is no harm done when insurance covers the loss. People pick fights.... making up ridiculous pretense so they will be 'within their rights' when they defend their honor. Prisoners have a particular hatred for inmates convicted of certain crimes, 'nonces' are beaten and stabbed and forced into protective custody because their victims were children, the frail and the elderly. It seems even the convicted criminals have an unwritten code or morality... an invisible line they don't cross.
If we want a safer and more harmonious society.... our laws need to reflect our personal sense of fair play, they need to make sense to everyone and we need another place where those who don't want to live by our rules will go to live. One size simply doesn't fit all... but when Disney created their own idyllic community based on old fashioned values and neighborliness... they were swamped with inquiries. How much would you pay to live in a town with no crime? The true cost... is in the town down the road... the neighborhood where the criminals live.
