Is their anywhere in the U.S. Constitution that says a Guardian cannot limit the spending of a childs money? (Yes, He earned it on his own)

The Constitution is a framework for how the United States government is set up. It doesn't contain laws -- it provides the authority to pass and enforce laws.
Your question isn't even a Federal question. Such things differ by state, and are governed by state laws established under a state constitution's authority.
