Are you talking about a specific area or do you mean:

The areas located at an altitude of 25-100 meters above sea level make up the greatest portion (650,901 ha) of the central and eastern part of the Musi Rawas Regency.

The area, at an altitude of 25 to 100 meters above sea level, is the largest (a total of 650, 901 ha) ( I hope you have already indicated beforehand what type of place you are comparing this place to. Largest among what? Is this a hotel? Among a group of islands?).

It is located in the central and eastern part of the Musi Rawas Regency.

You may have to cut your sentence into two because there are already too many information you are giving in one sentence. It can get confusing.
