could evolution happen without a universal code?

All that is required for evolution is for the mutation of genes to occur, and those mutations to get passed on to future generations.

All that's required is that information is passed on from generation to generation. It doesn't particularly matter to my children if a bacterium in the ocean is using a different code. As it happens, the code on Earth IS universal, or very very nearly so. This is probably due to a "if it ain't broke, don't fix it" type of situation, as far as we can tell, but we may figure out a better reason someday.

Ya - I don't think evolution cares about universal codes.
