In what country are you located? In the USA, bank, police, and railway are not government jobs, and there is no corruption in the recruitment process for government jobs. The government has it set up so that the person who determines a person's qualifications and refers them to the hiring official isn't even in the same state as the hiring official, so it's hard to bribe someone who is a thousand miles away.
