He is asking the questions that somebody want answered.

He is asking the questions that somebody want answered to.

這是 want 省略 to be 的句型。

He is asking the questions that somebody want (to be) answered.

這裡本來是 want the questions to be answered, the questions 被關係代名詞 that 取代了。

    He is asking the questions.

Somebody want the questions to be answered.

用關係代名詞連接兩句, that 取代 後面的 the questions,就剩下 want to be answered:

He is asking the questions that somebody want to be answered.

The landlord wants the rent paid on the first of the month.

I don't care how it gets back, I just want it returned.

    He is asking questions.

Somebody wants the questions (to be) answered.

    關代that代表the questions, 在關係子句中擔任wants的受詞.

    (to be) answered是受詞補語, to be可省略;

    而動詞answer與受詞questions之間是及物關係, 不需加to.

    翻譯:

    他在問一些某人要尋求答案的問題.
