Just a little more background, MRR (Master Resell Right) products entitle you to sell the material, most often books, to others who may offer it for sale, often the MRR packages come with a ready made sales page web site template, a "turnkey" PLR site is made up of a collection of these MRR products.
PLR products are generally out of date material that is being brought out for a final showing at discount rates, like an old performer or second rate titles that may be written by 3rd world authors. Resellers can generally set any price they want, one may sell a book for $10 while another may sell the same title in a 10 for $5 bundle.
The problem with turnkey systems in general is they are hard to get ranked in search engines so customers can find them, you are competing with numerous identical twins, the search engines reward sites with original useful content and send duplicated content, unoriginal sites to the basement.

A PLR (Private Label Rights) turnkey site is a site that is built with all the information and products. In other words ,It is a ready made site for you.
