TOC stands for 'Table Of Contents' which means that the cd player is unable to read the disc index. If it is only doing it on one disc then it could be that the disc is damaged or that it is an unfinalised CD-R. A CD-R doesn't contain an index until it is 'Finalised' by the writing software. Even when they are finalised CD-R's have a lower reflectivity that some players cannot read. If it is doing this on all discs then there's a good chance that the laser mech in the player has burn't out, if so it is generally cheaper just to buy a new player.
