No. Here's how they became kind-of family.
When Billy Ray Cyrus was just starting out in country music, Dolly noticed him and thought he was great. She was amazed by how loved and lusted over he was by teen girls and women just the same. He had just gotten pretty big since his one major hit record Achy Breaky Heart came out. So, she wrote a song for him that was recorded on her album Slow Dancing With The Moon. It was called Romeo and Billy Ray sang on background and starred in the video with her.
Later, Miley Cyrus was born that exact year and he asked Dolly since they had known eachother pretty well at this point "Dolly, you've just got to be her god-mother." So Dolly accepted and went to see the baby, etc etc. She'd known Miley since long before she became famous and thought they never did any sort of official religious ceremonies, Dolly is counted as Miley's godmother to her and Miley has called her "Aunt Dolly" since she was old enough to talk.
