    K is for kinetic energy

    k isspring costant

x is distance from the mean position

this is the expression for the maximum kinetic energy of something say a ball attached to a spring when the referred distance is x as per the situation be.

The other answer is probably correct, but I have to ask you this question. Were the factors in that equation not defined in the text where you found the equation? If they were not, then your source is not a good one as a technical paper or textbook. Good technical papers always.... always... define the factors and terms for the equations and formulas that are included.

I bring this up because should you ask us another question that includes equations, we would appreciate it if you defined each factor used in those equations. Most of the time we can guess, but not always because not all variables are standardized.
