Why did the Yankees claim Carlos Pena and the Giants claim Heath Bell?

Don't the Yankees need pitching and the Giants need hitting?

Both of these waiver claims probably will not amount to any movement of players. I think the Yankees claimed Pena because they were trying to block other contender teams from getting him. As far as the Giants claim of Bell, the Giants need a closer until Brian Wilson comes off of the DL. Yes, they do need hitting but they need a closer even more. When and if Wilson comes back, Bell would move to an 8th inning setup guy and the Giants may not need hitting that much because between their starters and two closers no one will be able to get a hit.

I'm just wondering why the Yankees chose Carlos Pena over Hideki Matsui, a fan favorite?

It could be to block another team from claiming them.
