I hope that this information is of some assistance. The Russian Prime Minister tends to head up the Parliament where as the President as head of state attends to ceremonial duties as well as having the final say over legislation and commanding the armed forces.

S. has a presidential gadget the president is the two head of state and head of government .Canada is constitutional monarchy and has a Queen for it`s head of state and a significant minister as head of government,Russia has a semi presidential gadget,it has a president as a results of fact the pinnacle of state and the best minister is head of government,best ministers are government heads and are not at all the pinnacle of state.Presidents are heads of state and in some worldwide places additionally head of government.
