What is the difference between a close friendship and romantic love?

What if you have everything a romantic relationship has (intimacy, commitment, trust, appreciation, understanding, acceptance, even physical interaction, etc) but the other person in the friendship says they don't love you in a relationship way? What is the difference? What causes someone to like someone as only a close friend rather than a potential partner?

    Close friendship - you can hang out with the person, even fall asleep with, without wanting to jump their bones.

    Romantic love - You can hang out with the person, even fall asleep with, but you want to buy them flowers, read poetry (or sing) to them, and make them fall madly in love with you (and hopefully jump their bones in a romantic way).

    What you are describing sounds like more than close friendship, less than romantic love...so friends with benefits. (Physical interaction without strings)
