Why are Republicans saying "blank check" to reference Obama's debt demands?

Why are Republicans using this new '2 word catch phrase' all over the right wing media circuit, when it is completely false and totally misleading?
Update: @ scooter: Obama is telling you how the money will be spent. By law, and order of the constitution, the money is going to pay for bills that have already been received. This is not about new spending, it is about paying for bills that have already come. In short, the money is already spent, he has to pay for it.
