What is classed as benefits fraud and what is not in the UK?
For example is saying that you are depressed and are not, is that benefit fraud or is that impossible to prove and would it imply a vulnerable person would end up being thrown out on the street or going to prison just because someone thinks they are making it up.

The simple rule is that if you are applying for a benefit knowing you are not entitled you are claiming fraudulently. If you make a claim in the honest expectation that you are entitled and you are incorrect, that is not fraud.
