Why is ADP's payroll and time-off system SO bad?
Why does ADP have such a poor quality system? When users lock themselves out, there is not an easy to use mechanism to reset passwords. H.R. Coordinators are the only person authorized to make changes (password resets) and the customer service department is unwilling to assist customers who are not admins. Why is this system so poor? Who is making the calls and what are they doing about the usability of the product?

It's called protecting the client which is what they are there to do.
