A blue moon is the second total full moon in one month. One usually occurs every 3-4 years.

A black moon is the second total new moon in one month. One usually occurs every 3-4 years.

See the pattern? They occur the same of every couple years. This is because of the moon's cycle, and that the months do no exactly match. 1 month is longer than 1 full phase cycle of the moon.
