Yes, downloading a game that should have been paid for is illegal. Counterstrike is one such game. That's not to say there aren't free games out there, Team Fortress 2 recently became free for example.

Counter-Strike, both the commonly played 1.6 as also Source are not available for free, unless there is a time-limited special offer by Steam.

There are a bunch of great free games however, for instance the just now for free released Team Fortress 2.

    hey matey

I have come across this before matey it would pirated because purely on the fact of if a games store is selling it for money or so it would never be free that has been proven

but then you do have other games you can download for free which are usually just the ones you pay for online or get of free games site like mini-clip games just short ones

It depends. If you re-download a game that you have already purchased, it is considered making a backup and is legal, however if you did not purchase the game and the game was not posted as freeware, than it is illegal.

if the official website offers it to download free its ok.. if ur getting it off a torrent or some pirating site then obviously not.

for example ddo.com / champions.com they offer free games. if ur wanting to play like fallout new vegas you gotta purchase it or its stealing.
