    2 is b. The American Legion actually called for some of the investigation, particularly the one against the ACLU. 4 is d. Gideon v. Wainwright required the state to provide counsel for those who can't provide it for themselves. 5 is b. It wasn't until later that people actually became concerned about such things (it was pretty standard that there wouldn't be more than between 1 and 3 programs at any given time).
