Question 1. 'Do you speak English?' is more polite as it asks for a fact but not ability. When you ask, 'Can you speak English,' the question is about the person's abiltiy, whether or not the person 'can' speak English. I think using 'do' is more polite.
Question 2: Could you tell me .......... is more polite than
Can you telll me..............
Hope I have helped you!

'Can you speak English?' is grammatically correct, but it is not very polite. "Could you speak English?' is better.
As the same case, using 'could' is more polite.
