Is condensation build up on AC ducts normal?
Its a new home, and the ducts drip with condensation when the AC is running on hot humid days I placed a call to the folks that installed the heating and air and they told me this is common in new homes, does anyone out there know if this is true? If not what course of action should be taken?

No, it is NOT common. Have the system checked for air leaks, there's a good chance that the installer failed to properly seal the seams on the plenum or where any flex runs were spliced. Call a professional home inspector and have them give the house a complete inspection report with photos, make copies and present them to the homebuilder's warranty claims represenative. Demand they make good on all the issues in the report or the next call will be from your attorney.

you have to insulate the ducts. it's mandatory and hvac 101. hot attic + cold ducts + humidity = wet drywall and a big mess! (the dreaded mold issue raises it's ugly head)

No it not. Call the local building code enforcement.
