Why do black people in America still suffer poorer living conditions even today?

For those who saw Titanic, it's like as long as weather conditions are good, black people enjoy life. Then when a natural disaster hits or an emergency, the system takes care of white people and abandons the poor black people and then you see the discrimination.

It was also like that in the 1920s when a black guy was falsely accused of raping a white woman. It meant basically an entire town of black people faced lynching.

And in 1957 black people were not even allowed to attend Little Rock Central High School.

Today black people still suffer because of white flight. Black people now finally get to live in America's cities, but the white people have left for the suburbs, resulting in Americans rather destroying the infrastructure of America's history! Than live side-by-side with their African American brothers and sisters.

And in the event of disaster like a Hurricane Katrina... black people suffer a risk 100 fold what the white people face.

Why is it like this in the richest country in the world?
Update: Obama is not really the kind of African American who meets the criteria either, nor was Condoleeza Rice. These are posers of black people who have like no connection to those living on nickels and dimes in the inner city.
