What is the all-time worst pokemon ever?

And i mean consider the pokemon as a whole which includes like movepools and evolutions so don't say magikarp because even that can become gyrados.

Either Magikarp or Hoppip. Both learn splash at early leavles Hoppip won't learn a real move until level 9 and Magikarp Lv. 15.

Weedle, and Wurmple come to mind, they all suck, and so do there evolve forms (butterfree is decent though).

Although Luvdisc really holds the crown for just flat out terrible stats, even if its a bit better then weedle, you know something's wrong when Dustox actually is better then a certain pokemon
