Would it be beneficial having independent trained investigators who have no fear of 'internal politicking' or other forms of local reprisal for doing their job when investigating police misconduct? I know some areas have independent 'civilian' agencies that investigate serious incidents or allegations of misconduct involving the police but would a national law enforcement agency that policed the police be beneficial?
