what form are japanese books/novels usually written in?

for example, does it use polite language, colloquial, or what? thank you.

    It does not use polite language but it's not informal either. This is the case for non-fiction.

    For example:

    If a writer wants to say the following: "Schools should teach morality." it would be written like this:

    GAKKOU WA DOUTOKU WO OSHIERU BEKI DE ARU.

    学校は道徳を教えるべきである。

    instead of GAKKOU WA DOUTOKU WO OSHIERU BEKI DESU.
