Can police officers be promoted into Secret services?

I was reading a comic were the Chief of police of Washington D.C was promoted to head of Home land Security.Can this happen in real life?

    No. Police officers need to be "hired' by every different agency they work for. It is possible to be a police officer, and some day apply for a job as a Secret Service agent, and get hired. But there is no transfer or promotion.

    The heda od one agency can always be appointed to be the head of another one. Chief executive jobs like that are political appointments. The REAl Chief of police of Washington DC was appointed as the Chief of Police in Philadelphia a few years ago.

    It's not a promotion, it's a job offer with a different agency.

    I know plenty of officers who have taken jobs with the DEA, FBI, Secret Service, etc.
