I'm trying to add text to an animated gif, but the text I put only shows up in one frame. How do I add the text to all the frames? Sorry, new to GIMP.

You need to attach the text to each frame (layer). Duplicate the text layer (right click it, then duplicate layer or click the duplicate layer icon in the layers dialog) repeat for each frame of your animation - so if you have 20 frames, you need 20 text layers. Re-order the layers so that you have your first frame, then the text, then the next frame, then the text - repeat so you have a text layer between every single frame. Now click on a text layer, then click Layer > Merge Down, to attach the text to the layer below. Repeat for each text layer.
