Are the travel times on Google maps calculated by according to the speed limits?

distance and average speed, they can't take into account time spent at traffic lights, fuel stops, traffic accidents (if any), stop or give way signs etc.

I've noticed that Google Maps does highway speeds at 60mph. If you're traveling through the city, which tends to have more stop lights and stop signs, it takes that into account. It's pretty accurate though. Google, what can't they do.

AND average traffic conditions. Can be very wrong during peak hours.
