The Federal Trade Commission Act of 1914 allowed cease and desist orders from the newly created FTC, a new type of enforcement outside the Justice Dept. The Clayton Act came later, adding more clout. The Sherman Act preceeded this but did not allow for other means than law suits (Justice Dept.)Source(s): I looked them up.
