becuase small organisms don't take up a lot of resources individually. Bacteria and flies use very little resources so there is enough to support a large population. Large animals take up a lot of resources so they would quickly deplete them. Imagine a huge herd of elephants. They would need to consume so much food that eventually their source of nutrition (plants) would all die and then the elephants would die.
