Beauty school for free?
I started going to a junior college when I was thirteen. If you are underage, classes are free. I a graduated with my AA the same time I graduated high school. Now my little sister want to do the same thing. Except she wants a major in cosmetology.
Is this even possible? I don't think that there is a single beauty school that is state run... Or if private schools offer benefits like that....

I'm in LA, CA and there are cosmetology programs through some of the community colleges, usually through their Community Education Center, non-credit part of the school that adults go to for learning English and other skills. Also, there are Occupational Centers, which are part of the school system. While the cosmetology programs are usually not free, they are much much cheaper than going to a typical cosmetology school. You'll have to check with the policies at your local programs.

Speak to a counselor at your sister's school to see what's available. But attending cosmetology school so young may limit her future, hopefully she'll continue a general education, too.
