Why doesn't Yahoo have a Russian community?
I'm kinda noisy about it, we have several communities for several languages, some of them more common and some of them less common, but WHY there is not a Russian community? Does Russia hate yahoo? For god's sake we have a community for Malaysia whose language is not so common to study in comparison by other languages, but we don't have Russian!
Will someday Russian community be created?

For ''community'' I mean the flats, a Yahoo answer aimed at Russian people.

I think the problem is in extremely low popularity of Yahoo in Russia in general.
Shares of search engines in Russia are the next: Yandex.ru - 62,8%, Google.ru - 21,9%, Mail.ru - 8,4%, Rambler.ru - 3%. Share of Yahoo is even not declared in Russian press...
You may ask why. The problem is at the beginning of Internet era in Russia. Many Internet companies undervalued potential of Russian market and didn't hurry to make products in Russian language. This happened with Facebook, for example. Local Russian companies were the first, they provided a lot of services in Russian language while world giants didn't hurry up. The result is extremely low shares of Goggle, Yahoo, Facebook etc. on Russian market.
Of course now situation is changing but not too fast.
What do you mean by Yahoo community?
